New DROS Fees Break Down for 2020

REGARDING ASSEMBLY BILL (AB) 1669 DEALER RECORD OF SALE (DROS)
TRANSACTION FEE INCREASE


The purpose of this notice is to advise California Firearms Dealers (CFDs) & CA Buyers of the firearm Dealer Record of Sale (DROS) fee increase effective January 1, 2020. Assembly Bill 1669 was
approved by the Governor Newsom on October 11, 2019, which increased the allowable fee charged for
every DROS transaction from $25.00 to $37.19.


Effective January 1, 2020, upon submission of your “Pending Purchase(s),” you will be billed
and agree to pay a non-refundable transaction fee of $37.19 to the Department of Justice. Below
is a detailed breakdown of the fee:


1..Dealer’s Record of Sale (DROS) Fee (Pen. Code § 28233).........................$31.19
2..Firearms Safety and Enforcement Fee (Pen. Code § 28300)......................... $5.00
3..Firearm Safety Fee (Pen. Code § 23690) .....................................................$1.00
4.This total does not include applcable Dealer fees and local sales taxes....Total: $37.19

NOTE: Transactions involving multiple firearms will only be billed one fee upon submission of
your “Pending Purchase(s).” It is the responsibility of the user to indicate that a transaction
consists of more than one firearm while submitting DROS information to the Department. If the
user does not indicate that the transaction consists of more than one firearm prior to submission,
another $37.19 fee will be required for the additional firearms. The Department will not refund
transaction fees resulting from firearm dealer errors.
Upon submission of a DROS, the fee will be charged to the dealer's account and an invoice will
be generated on the 1st of the following month through the DROS Entry System (DES). The
Department will not provide refunds after submission and acceptance of a DROS.
